Trivandrum: Chief Minister, Shri Oommen Chandy has declared Kerala to be totally digital State and added that it is the first State in the country to achieve such a distinction. He made this announcement while delivering his Independence Day address after unfurling the national flag at the Central Stadium in Thiruvananthapuram.
